Gurugram civic staff fired for AI-generated fraud and GPS spoofing

The Municipal Corporation of Gurgaon terminated four contractual staff members for using AI tools to falsify evidence of completed sanitation work and for GPS spoofing to record fake attendance. What happened

An assistant sanitation inspector (ASI) with the Municipal Corporation of Gurgaon, engaged through Haryana Kaushal Rozgar Nigam Limited (HKRNL), edited field photographs using AI tools and uploaded the manipulated images to the official grievance portal to falsely claim that civic complaints had been resolved.

The complaint in question concerned illegal garbage dumping at a site, and the AI-generated photograph showed the spot as clean. During a departmental inquiry, Waseem admitted to editing the photos but his explanation was found unsatisfactory.

Reported impact

The inquiry concluded that using AI to fabricate evidence on an official government platform amounted to serious fraud in grievance redressal. The conduct undermined public trust in the complaint resolution system and created a false appearance of completed sanitation work.

Index analysis

The MCG's AI detection mechanism identified indicators including a SynthID watermark suggesting AI tools had been used in the images. Site visits confirmed waste still lay at the location despite the doctored photographs showing the area as clean.

Governance controls

MCG commissioner Pradeep Dahiya issued a termination order describing the act as grave misconduct, fraud, dishonesty, falsification of official records, breach of trust and dereliction of duty. Waseem was terminated with immediate effect, with the order stating his continuation in service was undesirable and against the corporation's interests.
