What happened
A 28-year-old candidate was arrested during a Receita Estadual de Goiás (Goiás State Revenue Office) auditor fiscal (tax auditor) exam on 17 May 2026 for attempted fraud. During the exam, the candidate used a hidden mobile phone in the bathroom to photograph test questions and send them to his 24-year-old wife via WhatsApp.
The wife used ChatGPT to research answers to the questions and returned the results via WhatsApp. The candidate would then mark answers in the bathroom using information provided. Fiscal staff discovered an unlocked mobile phone hidden behind a toilet using electronic detectors and subsequently arrested the candidate after noticing him entering the bathroom multiple times for extended periods.
Reported impact
The candidate was eliminated from the exam and arrested. His wife was arrested subsequently and both were charged with fraud in a public competition. The exam had 23,500 participants and offered 50 immediate positions and 25 reserve positions with an initial salary of R$ 28,500.
Index analysis
The fraud scheme used ChatGPT as a tool to generate test answers but relied primarily on human coordination: photographing physical documents, communicating via WhatsApp, and manual data entry. The exam organizer's security protocols, including electronic detection devices and bathroom monitoring, successfully identified the suspicious behavior.
Governance controls
Fundação Carlos Chagas reported that suspicious behaviour during the second exam session prompted a security sweep of the bathroom with an electronic detector, which located the hidden device. The bathroom was then isolated and candidates entering it were monitored.
