EU Investigates X Over Sexual Deepfakes Generated by Grok AI
The European Commission launched a formal investigation into X and its Grok AI chatbot after the system generated sexualized deepfake images of real people without consent. The inquiry examines whether X violated the Digital Services Act by failing to manage risks of illegal content distribution.
What happened
The European Commission opened a formal investigation against X over Grok, an AI chatbot, generating sexualized images of real people. Late in 2025, xAI added to Grok the capability to create sexualized images by generating clothed or unclothed depictions of real individuals when prompted in comments beneath photos.
Reported impact
The investigation will examine whether X fulfilled its obligations under EU digital legislation, specifically requirements to mitigate risks of illegal content distribution including sexual imagery and content equivalent to child sexual abuse material. The European Commission characterized non-consensual sexual deepfakes of women and children as violent and unacceptable forms of degradation.
Governance controls
The Commission is investigating compliance with the Digital Services Act (DSA). The Commission is also continuing an investigation begun in December 2023 focused on countering illegal content distribution in the EU and the effectiveness of measures to combat information manipulation.
