What happened

A deepfake video impersonating S. Amarsaikhan, Mongolia's Deputy Prime Minister and head of the Anti-Corruption Agency, was created using deepfake technology and distributed on Facebook on 5 September 2025 by a page called 'Today Information'. The video was modified from a 29 February 2024 MONGOL TV interview where Amarsaikhan discussed winter and spring challenges.

The fraudulent video included Russian-language dubbing and directed viewers to register on a website and invest in a project called 'Siberian Force-2' to increase money. The video received 595 reactions on Facebook. Hive Moderation analysis confirmed the video was created with deepfake technology with 99.9% confidence.

Reported impact

The scam targeted personal information from victims, requesting names, surnames, email addresses and phone numbers through the registration website veliro.online/silasibiri. The deepfake was designed to lend credibility to the investment scheme by impersonating a senior government official.

Index analysis

The original footage came from a MONGOL TV 'Black Box' interview episode, which was modified using artificial intelligence to alter the mouth movements and add Russian-language audio. The fact-checking organization MFCC identified the deepfake through reverse image search and technical analysis.

Governance controls

Meta's Fact-Checking Program flagged the content within its third-party fact-checking framework and marked the video to alert users.
