What happened

Citizens in Cyprus were targeted by investment fraud schemes using AI-manipulated videos of prominent government officials, including President Averof Neofytou and government minister Haris Georgiades, falsely appearing to recommend investments. The Cyprus Consumers Association reported that 14 victims came forward in one day after discovering the deception.

The scam typically begins with social media videos followed by phone calls from fraudsters posing as financial advisors. Victims are initially asked to invest €250 or €150, and fraudsters create fake personal accounts showing rapidly increasing profits to encourage larger investments.

Reported impact

Victims reported losses ranging from hundreds to over €40,000, with some investing their last available funds. One victim saw a €40,000 investment supposedly grow to €195,000 on paper, but the money was never recoverable.

Victims who discovered the deception and demanded explanations reported receiving threats. Some citizens reported the scams to police, though perpetrators operate in ways that make them difficult to trace.

Index analysis

The deepfakes were sophisticated, with lip movements of the politicians matching the fraudulent statements attributed to them. The association investigated the scheme by intentionally investing the initial €250 to understand the fraudsters' methods.

Governance controls

The Cyprus Consumers Association has been monitoring the situation since early January and identified two different platforms involved in the scheme. The association plans to alert citizens across Europe to prevent the scam from spreading to other countries.
