AI-Generated Fraudulent Debt Renegotiation Ads Target Brazilians
Researchers identified 544 fraudulent ads on Meta platforms targeting Brazilians seeking debt renegotiation, with 38% created using AI. The ads improperly used government branding and promised fake debt relief programs, directing users to pages designed to steal personal and financial data.
What happened
A study by the Laboratório de Estudos de Internet e Redes Sociais (NetLab) at the Universidade Federal do Rio de Janeiro identified 544 fraudulent ads on Meta platforms (Facebook, Instagram and WhatsApp) published between 1 April and 14 June 2026.
The ads improperly used names, logos and images associated with the Brazilian Government, with 49% promoting a fictitious program called 'Libera Brasil' that the Ministry of Finance confirmed does not exist. Thirty-eight percent of the ads were created using AI to produce texts, images and other elements simulating legitimate communications.
The fraudulent ads promised to facilitate debt renegotiation and directed users to pages or channels designed to obtain personal and financial data, or could arrive as links in emails, digital messages and SMS.
Reported impact
Seventy-two percent of the identified ads misused the name and image of the Brazilian Government or well-known brands in the financial and communications sectors to deceive users into believing they were dealing with an official initiative or financial institution.
Governance controls
The Ministry of Finance issued alerts warning of the risks and recommending users access only the official gov.br/fazenda portal and official channels for debt renegotiations, avoiding clicking links in digital messages or SMS.
The ministry confirmed that no specific federal government websites exist for debt renegotiation and that official channels do not send links, digital messages or SMS for this purpose.
