AI-generated fake IDs enable exam fraud in Turkey; 14 arrested
Turkish police arrested 14 people in an operation against a network that used AI-generated composite images of faces to create fraudulent identity documents, enabling test-takers to impersonate others in driver's license exams. The scheme operated for at least four years across Tokat and Şanlıurfa provinces before being discovered.
What happened
Tokat Provincial Police Department's Anti-Smuggling and Organized Crime unit, coordinated by the Tokat Republic Prosecutor's Office, launched an operation following a tip-off regarding a fraud scheme affecting driver's license exams.
Investigators determined that individuals unable to pass written driver's license exams obtained replacement identity cards claiming the originals were lost, then used artificial intelligence to merge the real cardholder's face with a substitute test-taker's face to create composite photos, deceiving population registration officials and enabling the substitutes to take exams in others' places.
The investigation covered records from the past four years in Tokat and Şanlıurfa provinces, identifying 12 substitute test-takers and 5 organizers.
Reported impact
An organized network used the scheme to circumvent the driver's license examination system over several years.
