AI-Generated Fake Documents Used in Norwegian Tax Fraud
Norwegian tax authorities discovered widespread tax fraud in which individuals used generative AI to create or alter financial documents in tax filings. Over 2 billion kroner in false deductions were identified, and Skatteetaten has referred multiple cases to police with ongoing investigations.
What happened
Skatteetaten has discovered extensive attempts at tax fraud in which people used artificial intelligence to create or falsify documentation for tax filings. The fraudulent documents appeared credible but were in fact manipulated, with people sometimes taking real cryptocurrency exchange statements and altering the figures using AI.
Reported impact
Skatteetaten detected false deductions totalling over 2 billion kroner, equivalent to approximately 440 million kroner in tax value. The tax authority has so far reported five facilitators and warned of additional cases involving supplementary tax assessments and criminal referrals.
Index analysis
The use of AI lowers the threshold for submitting fictitious documentation, making it easier to create materials that appear authentic. According to Skattedirektรธr Nina Schanke Funnemark, cryptocurrency has been a recurring element in many of the cases discovered.
Governance controls
Skatteetaten uses AI itself to detect AI-based fraud and plans to expand this capability. In the most serious cases, the tax authority refers matters to police, with the average sentence from Skatteetaten referrals in 2025 being over 12 months in prison.
