Council submission and process
The Commission submitted a coordinated plan on artificial intelligence to European institutions in December 2018, developed by Member States, Norway, Switzerland and the Commission. The Council working groups discussed the plan and draft conclusions in January 2019, with the Permanent Representatives Committee confirming the text on 6 February 2019 for adoption by the Competitiveness Council.
Council support and priorities
The Council welcomes the Commission's coordinated plan and calls for stronger development and uptake of artificial intelligence across all economic sectors to make Europe a global leader. It underlines the importance of increasing investment, reinforcing excellence in technologies and research-industry collaboration, and recommends high-end applications in areas like healthcare and energy transition.
Enterprise support and data infrastructure
The Council supports broad access to artificial intelligence capacity through innovation hubs, digital platforms and centres of excellence. It stresses the importance of helping all enterprises, particularly small and medium-sized ones, to innovate with artificial intelligence, and calls for secure, high-quality data availability with safeguards, interoperability frameworks and data sharing governance.
Skills development and public sector deployment
The Council acknowledges artificial intelligence's disruptive impact on labour markets and emphasises the need for digital skills education at all levels, increased availability of tertiary programmes in artificial intelligence, and specific actions to retain researchers and specialists in Europe. It encourages public administrations to develop artificial intelligence-enabled solutions and services for citizens and businesses, and welcomes the Commission's support for artificial intelligence and cybersecurity procurement.
Council priorities and supporting measures
The EU should establish ethics guidelines for AI development and use, reviewed through its legislation to ensure fit-for-purpose rules on safety, privacy, liability and human oversight. Member States are encouraged to adopt national AI strategies by mid-2019 and secure investments, while the Council should monitor implementation of the Coordinated Plan and promote EU approaches to AI in international forums including OECD.
