UK NHS Official Jailed for Child Sexual Abuse and AI-Generated Videos
A senior UK NHS official was convicted and sentenced to 28 years in prison for sexually abusing six girls aged 12โ15 whom he groomed via Snapchat between September 2023 and April 2024. He also produced and sold synthetic child sexual abuse material generated using artificial intelligence. Police continue investigating whether he had contact with additional victims.
What happened
Paul Lipscombe, a 51-year-old senior official in the UK National Health Service employed as a specialist in performance and informatics at University Hospitals Coventry and Warwickshire, was arrested in April 2024 after police stopped his vehicle during a missing persons investigation.
Lipscombe used fake profiles on Snapchat to lure girls aged 12 to 15 and engaged in child sexual abuse. He also produced and sold videos of child sexual abuse material generated using artificial intelligence on a website.
The investigation began after a 15-year-old reported missing girl disclosed to police that she had been raped. Lipscombe had picked her up from home late in the evening and taken her to a hotel. Police recovered evidence of sexual abuse from the hotel, his car, and his home, including soft toys, restraints, vodka, and multiple mobile phones.
Reported impact
Six girls aged 12 to 15 were victims of sexual abuse by Lipscombe between September 2023 and April 2024. Police indicated they suspected he may have contacted other girls and committed sexual crimes against additional victims.
Judge Keith Raynor described Lipscombe as 'cunning, scheming and manipulative,' noting that his victims were 'genuinely vulnerable.'
