What happened

A 27-year-old Tunisian man, Dhafer M., born in Djerba in 1999 and arrived in France in 2022 via Lampedusa, was arrested on 7 May 2026 during a police traffic stop in the centre of Paris for driving with a false permit. He was placed in administrative detention due to lacking valid residence documentation.

Analysis of his mobile phone revealed numerous jihadist propaganda videos, hundreds of photographs of firearms and knives, and searches on ChatGPT including questions such as 'how to make a bomb' and about damage caused by TNT. He used a profile picture on social networks showing an ISIS fighter executing prisoners and was found with a video of himself pledging allegiance to jihadist groups.

Reported impact

According to the French national counter-terrorism prosecutor, the suspect is accused of fomenting 'a project of violent action of jihadist inspiration' and planning to join the Islamic State in Syria or Mozambique. Investigators allege he discussed with contacts abroad the targeting of the Louvre museum and the Jewish community of Paris's 16th arrondissement, claiming knowledge of access routes to the Louvre and discussing placement of explosives there.

Index analysis

The suspect allegedly used ChatGPT to research bomb-making techniques as part of planning a violent attack. The use of the AI system to obtain instructions for creating explosives demonstrates potential misuse of publicly accessible AI tools for harmful purposes.
