What happened

Two minors in Maó, Menorca were investigated by Spain's National Police for using an AI program to manipulate photographs of girls without consent. According to the police, one minor obtained photographs of victims from social media and then used AI to remove clothing from the images to create fake nude pictures.

The investigation began in early 2025 when a minor victim discovered several nude photographs on a friend's mobile phone, including images of herself and others. She disclosed that the suspect had created fake nude images of at least three girls, manipulating up to three photographs each.

The second minor, a friend of the first, performed similar manipulations on photographs of other girls. Police determined that both minors created and stored the images but did not distribute them. The investigation identified five affected individuals, four of them minors.

Reported impact

Five people were affected by the manipulation, including four minors. The victims confirmed that the photographs were taken with their consent in original form but were used without permission to create fake nude images.

Index analysis

The case illustrates the misuse of accessible AI image manipulation tools by minors to create non-consensual intimate imagery. The absence of distribution does not diminish the creation and storage of fake intimate images without consent.

Governance controls

Police reminded the public that such conduct is always a crime and that misuse of social media or AI applications can result in criminal penalties. The case was forwarded to the Fiscal de Menores (juvenile prosecutor) for further action.
