South Korea blocks 64 AI deepfake porn sites
South Korea's broadcast regulator identified 64 overseas websites that use AI to generate sexual deepfakes from real people's photographs without consent. The regulator ordered the sites blocked, noting that such deepfake videos cause difficult-to-reverse harm once distributed.
What happened
The Broadcast Media Communication Review Committee identified 64 overseas websites using AI to generate pornographic images and deepfake videos without consent. The sites allowed users to upload photographs of real people and generate sexual images or videos depicting those individuals, or create fictional explicit content based on user-entered descriptions.
Many sites supported Korean language and enabled pornography and deepfake creation for small payments, making it easy for anyone to become either a perpetrator or victim. Some sites claimed in their terms of service to prohibit non-consensual sexual image generation, but in practice imposed no restrictions on using other people's photographs to create pornographic material.
Reported impact
The Committee stated that once sexual falsified videos are created and distributed, harm recovery is difficult. The sites posed risks to the public by enabling unauthorized creation of sexual deepfakes.
Governance controls
The Committee decided on corrective orders (access blocking) for the 64 identified sites on 24 August 2026. The Committee stated it will continue to monitor AI-abuse pornography and deepfake distribution sites both domestically and internationally, and respond strictly.
