New Orleans used AI to answer 911 calls without public disclosure
New Orleans deployed an AI system to handle repeat 911 calls about traffic accidents since 2023 without public disclosure. The system was only confirmed by city officials in August 2026 after social media attention, raising concerns about AI reliability in emergency response.
What happened
The Orleans Parish Communications District deployed an AI system called AI Emergency Call Triage from Carbyne to answer certain 911 calls starting in 2023. The system handles repeat calls about the same traffic incident from callers within 200 metres of an already-logged accident.
The AI was trained on real 911 recordings to recognize local speech patterns, including New Orleans street names. According to officials, for every 20 calls about a single car accident, the AI now handles 15 to 18 of them.
Reported impact
The deployment was not disclosed to the public until August 2026, more than three years after implementation began. City officials confirmed AI has been handling repeat emergency traffic reports since 2023 only after a social media post drew attention.
Index analysis
A February study found that AI voice systems like ChatGPT and Gemini produced false claims with realistic audio up to 50 percent of the time. Cybersecurity researchers successfully manipulated voice models' behavior with success rates between 79 and 96 percent.
Governance controls
The Orleans Parish Communications District said it audited every AI-handled call during the trial phase and reported that 100 percent were processed properly, though the district did not specify what metrics defined 'processed properly'.
