Jakarta PPSU officials used AI-generated images to falsify complaint responses

Officials in Jakarta Timur's Public Infrastructure and Facility Service (PPSU) department generated AI images to respond to citizen complaints through the Jakarta Kini application, creating false documentation that differed significantly from actual field conditions. The Lurah (village chief) was called in for questioning by Jakarta's Inspectorate, and local leadership prohibited further use of AI in field service operations.

What happened

PPSU officers in East Jakarta used AI-generated images to respond to citizen complaints about illegal parking submitted through the Jakarta Kini (JAKI) application. The images displayed significant differences from actual field conditions, including altered clothing attributes on uniformed officers and missing vehicles from photographs of Jalan Damai, Kelurahan Kalisari.

Reported impact

The fabricated images sparked sharp criticism on social media, with citizens viewing the action as manipulation that did not reflect actual field conditions. Lurah Kalisari was called in by Jakarta's Inspectorate for questioning regarding the use of AI technology in responding to citizen complaints.

Index analysis

Camat Pasar Rebo Mujiono stated that using AI in field service delivery was inappropriate and could create misunderstandings among the public. He emphasized that PPSU officers' primary function is to provide direct service in the field, not digital visualizations or manipulations.

Governance controls

The East Jakarta municipal government convened a limited meeting involving PPSU officers, section heads, and the Lurah as an initial training measure to ensure AI would no longer be used in field duties. Mujiono stated that disciplinary authority rested at the village level rather than with his office.
