French newspaper publishers file complaint against Google AI Overviews

French newspaper publishers filed a complaint with competition authorities after Google launched AI Overviews and AI Mode in France without prior consultation. The publishers alleged that AI-generated summaries displayed above search links could reduce traffic to their websites and were developed without transparent negotiation.

What happened

Google launched AI Overviews and AI Mode in France in late July 2026. AI Overviews displays AI-generated summaries of search results above standard links, constructed in part from news publisher content. AI Mode is a search assistant similar to ChatGPT or Claude, accessible from the search bar.

On 11 August 2026, the Alliance de la presse d'information générale (Apig), representing more than 300 news titles, filed a complaint with the Autorité de la concurrence. The organisation stated that the launch occurred before transparent and good-faith negotiations and that publishers were presented with a fait accompli.

Reported impact

Publishers expressed concern that the AI-generated summaries could reduce traffic to their websites. One source reported concern that the summaries could cause news outlets to lose between 33% and 38% of traffic to their sites.

Index analysis

Google uses Gemini to generate responses for both tools by processing indexed web pages on the search engine to find answers to user queries, rather than relying solely on knowledge learned during model training.

France had been one of the last countries where Google had not deployed AI Overviews due to negotiations with publishers over neighbouring rights. The Autorité de la concurrence had previously fined Google 250 million euros in March 2024 for non-compliance with its commitments on the neighbouring rights issue. In late June 2026, Google proposed an updated contract to publishers with whom it had already signed a neighbouring rights agreement, providing compensation for news content under neighbouring rights.
