Angolan Tax Authority Uses AI to Detect Tax Fraud and Internal Misconduct
Angola's tax authority deployed AI systems to detect fraudulent activity in tax records during 2024 audits. The system identified irregularities that were subject to further review, while the agency prosecuted employee misconduct involving illegal tax collections and improper refunds that caused significant financial damage to the state.
What happened
The Angolan General Tax Authority (AGT) introduced artificial intelligence mechanisms to identify tax fraud and irregularities in taxpayer records. The AI system was used during 2024 tax audits and flagged deviations detected automatically, with prior notification of audit rights accounting for these system-identified anomalies.
All processes showing suspicious irregularities were being analyzed by the tax authority's anti-fraud services and internal audit and risk management departments. The AGT president stated that fraud within the agency would be reported immediately to authorities.
Reported impact
A group of AGT employees was recently convicted by Angolan courts of embezzlement, computer falsification, improper receipt of advantage, and money laundering in a fraudulent scheme involving illegal collections from companies and improper VAT refunds, causing damages to the state estimated at approximately 13.5 billion kwanzas (12.5 million euros).
Governance controls
The AGT stated it is committed to ensuring no fraud occurs within its ranks and that all detected cases are immediately reported to authorities. Suspicious transactions and deviations are subject to review by anti-fraud and internal audit departments.
