AI system enables real-time vehicle seizure for unpaid taxes in Taiwan

Taiwan's Ministry of Justice deployed an AI-powered license plate recognition system called "AI Mobile Constable" on 20 March 2026 to identify vehicles with unpaid taxes in real time. What happened

On 20 March 2026, the Hualien Branch of Taiwan's Ministry of Justice Administrative Enforcement Bureau and Taitung County Tax Bureau deployed the 'AI Mobile Constable' system in a joint enforcement operation to identify vehicles with unpaid taxes.

The AI system identified a Toyota hybrid SUV registered to a 40-year-old man surnamed Wang in a busy area of Taitung City. Enforcement officers immediately sealed and towed the vehicle.

Wang had owed over NT$20,000 in vehicle license taxes across multiple years, including unpaid taxes from 2012 that remained uncollected for over 10 years. After the vehicle was seized, Wang paid all outstanding taxes on 23 March 2026 to retrieve his car.

Reported impact

The Hualien Branch stated the AI Mobile Constable system enables enforcement officers to patrol on foot or by motorcycle, using high-performance PDAs with AI algorithms to instantly alert them when detecting license plates of tax debtors, improving enforcement efficiency compared to previous methods.

Index analysis

The system uses real-time license plate recognition technology to identify and locate vehicles registered to people with unpaid tax obligations, enabling immediate enforcement action without requiring the person's knowledge or consent.

Governance controls

The Hualien Branch indicated it previously relied on patrol vehicles equipped with license plate recognition systems but faced challenges with limited recognition accuracy, complex operation, and occupational risks. The upgraded AI Mobile Constable system was optimized to address these limitations.
