AI-Generated Deepfake Child Abuse Images Surge in Hessen
Hessen police report a surge in AI-generated sexualized deepfake images of children created from publicly available photos. State authorities announced expanded enforcement structures and called on parents to limit public sharing of children's images.
What happened
Law enforcement agencies in Hessen increasingly detect AI-generated sexualized depictions of children, with criminals using publicly accessible photos and artificial intelligence to create manipulated and sexualized content.
Since April 1, 2026, a central contact point at the Landeskriminalamt Hessen bundles findings in a state-wide situation report. The specialized unit FOKUS has more than 300 employees and handles cases related to child sexual abuse material and child sexual abuse.
Reported impact
Children are digitally exploited by such images, and these recordings can serve as a starting point for further crimes according to Interior Minister Roman Poseck.
In the first three months of 2026, over 10,700 relevant criminal leads had to be processed. The Justice Ministry's central office for combating internet crime handles approximately 100,000 criminal-relevant leads per year related to distribution and possession of child sexual abuse material.
Index analysis
According to the Hessen Interior Ministry, police in Hessen became aware of two-digit numbers of offenses related to sexualized deepfakes over the past two years.
Justice Minister Christian Heinz stated that artificially generated depictions of child sexual abuse will unfortunately become increasingly better, and it will become easier to create such deepfakes.
Governance controls
Interior Minister Poseck announced strengthening of structures to combat such depictions: modern analysis instruments are being tested, specialized expertise in handling deepfakes is being strengthened, and prevention and victim protection are being consistently expanded.
The state appealed to parents to handle their children's privacy sensitively and to avoid public posts in order to prevent these forms of abuse from the outset.
